This is Xerxes the world boss that spawns on Belcar Plateau in the Meteorite Crater. I recommend a full party lvl 35-40. What makes him a difficult boss is the fact that you not only have to deal with him, aswell as his summons but also the crowded area around him filled with skeletal monsters.
